When you use old VPN protocols (usually they are sold by most of huge VPN providers), you’re using a connection type that’s easily recognized by your ISP or censor. They may not see what you’re doing inside the VPN tunnel, but they know you’re using one — and that’s often enough to trigger throttling or blocks.
